Take pictures of the whole place before you move in and have the Management sign a paper stating if anything was wrong.My daughter rented from him and the gentleman checked everything that was wrong and wrote it down,only thing that should have been replaced was a closet door that a hole knocked in it while moving out.We cleaned everything when movin in.Asked for the deposit back,750.00 ,if I had been living there at the time I would have taken him to court.Never would even answer my letters.

Neighbors are ok few bad and some that keep an eye on the place as though it belonged to them. If you can afford to give him your deposit go ahead ,if you do not like people that rip you off ,then I would not rent there.
