Mr. Proctor is the Founder, President, and CEO of G.S. Proctor & Associates, Inc, one of the most respected government and private sector advocacy organizations in Maryland. Since 1995, Mr. Proctor and his associates have provided legislative and administrative lobbying representation to a broad spectrum of clients, ranging from institutions of higher learning and non-profit organizations, to local and regional businesses, and finally to governments on the federal, state, and local levels. Clients include BGE/Constellation Energy, AAA Mid-Atlantic, Pepco Holdings, Inc, Foulger-Pratt, Clark Construction, Veolia Transportation, and Gaylord National Resort & Convention Center, among others. Through partnerships with these and other clients, G.S. Proctor & Associates, Inc has become the largest minority owned and operated firm in Maryland. Consistently ranked among the top 10 earning lobbyists in the state, the firm represents excellence not only in the Minority Business Community, but in the Business Community at large. Born in March 1964, Mr. Proctor lived in Northeast, Washington, D.C. before his family moved to Southern Maryland in 1968. Raised in Prince George's County, he attended County schools and graduated from high school in 1982. Continuing his education, he majored in Political Science at The George Washington University where he received his BA degree in 1986. Over the past years, G.S. Proctor & Associates, Inc has remained strongly commited to the community, reaching out to thousands of residents throughout Maryland. Mr. Proctor and the entire company work with community leaders and activists to give back to area organizations, such as the Ministers Alliance. Each year, the firm has conducted a Turkey Drive to provide food baskets to over 2, 000 families during the holiday season. One of Mr. Proctor's greatest community accomplishments is the creation of The Proctor Foundation, an organization that provides financial assistance and guidance to students' continuing education. Giving to education has always been important to Mr. Proctor, starting with the Mary Pearl Proctor Scholarship in 2001, in memory of his grandmother. Most recently, The Proctor Foundation partnered with the College of Southern Maryland (CSM) to establish the "Promise Program, " an initiative that fully sponsors college education at CSM for a group of current sixth-graders at Gail Bailey Elementary School. The Promise Program provides not only incentive, but the needed financial support for students who may otherwise not have the opportunity to attend college. In response to his company's many contributions, Mr. Proctor has said: "You can't just stop at making things work for yourself, it's important to go beyond that. I want to make a mark between the birth date and the tombstone in the place that I was born and raised. It's important to give back and build something beyond what you can touch today. My grandmother taught me that and it stayed with me."
