The department serves as a resource for educational materials and provides technical assistance housing-related and community services matters. It operates internal audit, purchasing, information systems, human resources and real estate analysis divisions. The Texas Department of Housing & Community Affairs administers the Statewide Housing Assistance Payments Program, Texas Statewide Homebuyer Education Program and Weatherization Assistance Program (WAP). It also administers housing tax credit and trust fund programs.
