I've been a customer for a few decades and never been late. I suppose last months bill got misplaced and did not get paid. Yesterday I got my newest bill, and it had the previous months amount on it as well. There was no shutoff notification. Just a message that there would be a small penalty if paid after Feb 3.

I got up this morning, and the water was off. The BSUD employee on the phone said they don't send out shutoff notices, like every other utility that has ever existed does. She said they would have given a courtesy call, but don't have a phone number connected to the account.

She got an earful from me. (Note to self: Don't have conversations with people before your coffee kicks in). She wasn't really nasty but was a bit smug, and condescending in the way people can be when they know they have you on a technicality. I would be ashamed to work there. They need to adjust their policies.
