The Planning and Development Services works under the Whatcom County government. It has a long range planning section that addresses long-term planning issues of a larger area scope that requires comprehensive plan modifications, rezones and code-text amendments. The services current planning section processes applications to manage land development for upcoming projects under laws and policies and administers zoning codes. The Planning and Development Services has a building services division that provides customer service and reviews, processes and comments on building and development permits. It also reviews permits within regulated watersheds for compliance with clearing, impervious surfaces and tree canopy retention. The department is located in Bellingham, Wash.
