I know I gave him one star but I wish I could rate him negative 6 because that would be more accurate.

I lived in a house on Giles and it was absolutely disgusting on move in. Scott was extremely rude and unprofessional and as soon as the lease is signed does not care one bit about his tenants.

However, this review isn't to complain about Scott (I could go on for hours about that).... it's to tell you what you can do to OUTSMART him like I did. Because he is lazy and does not care about how his properties are kept, he leaves himself exposed for any sort of legal battle. If you listen to the following tips, I guarantee you will not only get your full security deposit back, but also be able to get more from Scott:

1) Take Photos of EVERYTHING when you move in
2) Record every sort of incident on your property, and immediately email Scott - if he doesn't respond email him again
3) A phone call counts for nothing - get everything in writing. Follow up every phone conversation with an email detailing what was said
4) Force him to get quotes - If damage is caused in your house and it's your fault, don't let him bring his uncle in to charge you 4 times the amount that is due for repairs. He dropped a wall repair from $900 to $300 when we questioned him about it, showing that he lies on the price and keeps the extra money.
5) Don't be scared - No matter what this guy throws at you, believe me it is total garbage and probably illegal too. He may seem tough, but he knows that he is in the wrong and will give up if you show you aren't messing around.

I am a 22 year old engineer and have no legal background, but managed to force Scott's hand to settle with me out of court. He tried to take the security deposit for our house. It was an absolute dump when we moved out, but it was in the same exact state when we moved in and he had no right to try and take $1000 from us. He had a lawyer and lied to me throughout the whole process, basically daring me to take him to court. He ignored me and pretended he did nothing wrong right up until 3 days before our court date, upon which he caved and desperately tried to negotiate a settlement. I ended up with more money than our initial deposit, but believe me nothing was more satisfying than seeing him squirm while handing me that check.

Listen to the tips I said above and don't let him take advantage of you. All it takes is a small effort and maybe if this guy loses enough money eventually he will learn to respect his tenants.

Place was a dump at move in. Appliances and fixtures were broken. Mold in bathroom. Garbage throughout. Called and made repeated reports of problems. Nothing was done. He is a known slumlord. Wish we had known before signing his lease. Run, don't walk, away.

Scott Noonkester is extremely rude and unprofessional the moment he gets you to sign his contract. We moved in to find our apartment completely trashed. There was literally vomit in a drawer, dirt all over the floor, visible mold in the shower, water literally dripping from the ceiling in the bathroom, and it went on from there. When we turned in the move in form, he screamed at my roommate and I, trying to bully us into changing items we very fairly listed on the form. This progressed into harassing phone calls and texts when we refused. We cleaned up as best we could and tried to make a go of it.

Almost immediately things in the apartment began falling apart. Our upstairs neighbors water tank had apparently been leaking for awhile and it collapsed our bathroom ceiling one night. It took three days for the CONSTANTLY LEAKING WATER to be stopped and the GIGANTIC HOLE in the ceiling and the surrounding molding water damage was NEVER fixed, despite pictures being sent with repair requests and it being pointed out to Scott on two walk throughs. On that note, mold was everywhere in this apartment. My roommates began discovering her shoes covered in mold in her closet within a few weeks. We reported this to no effect. Maybe that was to our advantage. Our neighbors repeatedly asked about their mold problem until Scott finally showed up with a bottle of mold spray, doused their apartment once, and DUCT TAPED their windows shut to "avoid future moisture issues".

Our stove was missing all of its knobs, but one of the burners worked. Well, it worked until it shorted out one day and zapped my roommate so badly she passed out on the floor. Three weeks after that, we were finally given a new, bottom of the line stove. We're talking so low, it had no indicator to know when it preheated.

Our refrigerator was at least 20 years old and leaked so consistently, we couldn't use it. Pools of water would in the bottom no matter which setting we had it on. Mold was the result. We had the nice maintanence man in twice after requesting help at least 10 times (through Noonkester's quality hotmail address no less) and he was unable to do anything without fund approval, which was never going to happen.

Don't expect to ever get calls about surprise visits or follow up on repair or a response to anything. If Scott wants to show up at your house, he'll call you and let it ring twice. You can call back and they'll feign ignorance of why they called. They'll never leave a message. They won't respond to emails with anything other than "Got it.". When we sent pictures of the damages on move in, he pretended like he couldn't open them in any format I accommodated him with.

Don't expect to live in a habitable place. Don't expect him to hold to anything he says. Expect him to show up you least expect it and loom around in your house until you yield to whatever he's agreeing to. Have fun with the regular Friday night knife fights between the hard drug dealer upstairs and his multiple ex girlfriends who often duke it out with escalating screaming matches. Expect mold. Don't expect to get your deposit back. I fully plan to report this man and agency to every applicable regulatory agency. He is a scam artist taking advantage of struggling graduate students who can't afford to fight back. Plain and simple.

DO NOT RENT FROM HIM. Horrible guys. Doesn't give two craps about his renters. Doesn't fix things when requested. Super creeper. Really just a piece of crap
