The location is good (easy to get around the metro area); neighbors are nice; overall a fairly quiet older community (few kids except in the townhouses). Property management is nice (although they talk poorly about the residents among themselves and wrongly assume that they are not overheard), but has no authority to make decisions or get things done (most issues must be passed up to the corporate office and if it involves an expense, forget it); the grounds used to kept green with the central sprinkler system, but they've chosen not to turn it on for many years now, and they no longer plant flowers on the property except near the rental office; Maintenance does not report to property manager, but rather to a central maintenance office (this landlord, Hartman Tyner, owns many properties) which is problematic--sometimes it's like the Three Stooges are making repairs that can drag out for months, and often requires constant follow up (the current crew is better than many in the past, but all employees come and go quite regularly). Property management does not return calls, saying that they simply solve the problem, so a return call is not necessary. If only that was true! Hartman Tyner (corporate office) is a completely unresponsive landlord; they give "lip service" and do nothing regarding any issue from property upkeep to individual concerns; if you call the HT corporate office you will be dumped into a voice mail line where the message simply gets routed back to the currently nice, but mostly powerless property manager (many managers have quit in frustration). On the rare occasion that they (corporate and/or property manager) agree to do something, they have a bad habit of changing their mind (and then pretending that they didn't agree to anything in the first place, and that's if they don't have amnesia about the whole thing). Units are poorly insulated so very drafty causing higher energy costs; doors and roof leak for years without resolution causing serious dry wall problems including instances where ceilings cave; snow removal is spotty; carpet in the entry way and foyer is very cheap and raveling along strangely placed seams; the foyer gets painted about every ten years; they pass along "energy" costs with no clear explanation about how these costs are determined (energy is metered and costs passed along to tenants, but then management allocates shared costs and common area costs, which is very foggy and suspect); the basements and laundry areas are dark, leaky and gross (the property was built in the 60s); they periodically assess new costs to tenants (for energy, for pets); recently they applied two rent increases in less than a year. Entire cars and tires are occasionally stolen from the parking lots (location is right off Telegraph); they used to have a night patrol on the property, but that costs money so it was discontinued. The only amenity is a pool which is not heated (temp is 69 and early summer, and if the temps heat up and stay hot the pool temp might get up to 75, so think Lake Superior). It is not inexpensive to live at this property, so one would think it is a very well maintained property, but lack of competition (few apartment in Bloomfield Hills) means they lack incentive. Get everything you want done to a unit in writing prior to signing a lease. Put everything in writing after move-in (property management changes frequently and there is never a note or record of conversations or agreements from previous management). If after reading this you sign a lease, at least you're going into it with your eyes wide open.
