NECAC is one of the most unorganized, misinformed groups I have ever seen. I've applied for a wintetrization grant and qualified (only after I had called and after six months and they said I had been on the list for the past three months.) Apparently they've been on a "spending freeze" since September and said I would be qualified still and have an audit before the end of the year. However I just called and they are not doing any winterization and won't have the money until next year. This is even after there were ads in the newspaper and on the radio asking people to apply because they could qualify for a grant. This is one of the government programs that should be cut.. Extremely incompetent.
