Incompetent at best, possibly a crook. ALWAYS ask for a pre-check BEFORE signing a service order or having this place inspect your vehicle.

I recently had my battery changed in my car and FAILED the smog test because I had not driven enough miles for enough data to accumulate in the engine computer.

I had to pay for the failed test and when I asked about bringing it back after driving it enough miles, the guy said I'd have to pay again.

When I asked him why he didn't ask people about things like battery changes or even recent service that might require the battery to be disconnected, he got very rude and said he couldn't ask people questions like that.
