He came and did an appraisal on the vacant home I plan to buy. Anyone in the business of working with home sales knows (ex. homer inspectors, realtors, appraisers) know that in a vacant home the utilities are keep on but the breaker is shut off, to prevent things such as fire. Charles called my realtor when he arrived at the property to tell him he had already gained accesses, my realtor informed Charles that he is just around the corner and if he has any problems or question's to please call him and he can be their in 2 minutes. The next time Charles contacted my realtor was to tell him he was all finished and everything went well. 3 days later when he finally turns in the appraisal, he said that it is incomplete due to utilities being off, and their can be additional charges to have to return to the property, as if the 450 wasn't enough. He never mentioned ANY problems and said he was all done. This is a dirty thing to do. The AZ board of appraisals, even knew that vacant homes need the breaker switched. Charles is just trying to rip people off by not doing a good or thorough job, and wanting to charge extra to complete his unfinished job due to his laziness. this is just an acceptable. I am very thankful to my WONDERFUL realtor who handled the situation for me and made sure their would be no additional charges, as I was WHY to upset to be polite about the situation.
