He is a graduate of Beall High School in Frostburg and he is a summa cum laude graduate of Western Maryland College. He obtained his Juris Doctorate from the University of Maryland School of Law. He is a member of the Maryland State Bar Association and the Federal Bar. He is a member of the bankruptcy section of the Federal Bar, and a former Associate Professor at Frostburg State University where he taught contract and business law.
