The Migrant Head Start-Region XII programs serve low-income children and their families. They provide a range of individualized services in the areas of education and early childhood development; medical, dental and mental health; nutrition; and parent involvement. The programs are operated by the Tri-Valley Opportunity Council, which is a community service agency that has been operational since 1965. The parent organization provides emergency services that include assistance with food, child care, transportation and clothing to the homeless. It offers the Low Income Home Energy Assistance Program (LIHEAP), which helps income eligible households with their home energy bills. The program includes bill payment assistance and energy-related home repair services. In addition, the Tri-Valley Opportunity Council offers a senior companion program that includes assistance with grocery shopping, letter writing and transportation to medical appointments for adults above 60 years. The organization maintains a location in East Grand Forks, Minn.
