PHLT was founded in 1984 and is an active participant in the 2020 open space program which was approved by Monroe County voters in 1998. The trust is a non-profit organization funded by grants, donations and the contributions of its corporate and individual members. It is guided by Land Trust Alliance's Standards and Practices PHLT cooperates with willing landowners and local government to preserve land with special scenic, recreational or environmental value. In some cases, PHLT acquires ownership of the land through donation or purchase. In others, it acquires the development rights through voluntary legal agreements. In all cases, the trust accepts responsibility for managing and protecting the land in perpetuity.
