I lived in Gilmer Capitol Apartments for 3 years and although the neighborhood is decent and its mostly quiet, several of the apartments flood when it rains. I don't just mean the carpets get wet I mean 2-3 inches of standing water through the entire apartment! I know #'s 3,4,5,6,7,8 and 9 flood. I am pretty sure #11 Floods also. There may be others. The flooding has been going on for over 10 years and the manager keeps trying everything except removing the excess dirt from around the buildings, and using trenches to so gravity can do its job. The manager put in some pitiful drains that do no work when she should have just removed the excess dirt. She spent thousands of dollars (apparently) and refuses to accept that her terrible idea isn't working. She blames the maintenance guy for not cleaning the drain, but I go out there daily and clean it and it STILL floods but she just assumes I am lying. If you mention this flooding to her all she does is give you the run around that she'll have the drain cleaned and that you should have had renters insurance. Well I do but I shouldn't have to file a claim every time it rains!!! I have pictures and videos proving how bad the flooding is and she STILL refuses to ask the owners for money to dig out the excess dirt because then she'll have to admit her very expensive drains were an exercise in futility! BEWARE DO NOT MOVE IN HERE!!!
