These people are very shady. They send someone to parking places to immediately call the tow to get your vehicle to their facility. This is a predatory practice. In addition, they only accept cash in their facilities which is against the Texas Department of Licensing and Regulation requirements (See below).

It seems they are way of leaving any paper trail of their predatory practices.

85.1003. Technical Requirements--Storage Lot Signs.
(e) A VSF must conspicuously post a sign that states: "This vehicle storage facility must accept payment by cash, debit cards and credit cards for any fee or charge associated with delivery or storage of a vehicle."
