Ocean Technical Services, LLC (OTS)  was  established in 1984.
  • OTS specializes in structural surveys of yachts and commercial vessels. We provide additional services such as Project Management for commercial vessel and yacht refits, supervision of offshore tows (preparation of Trip-In-Tow Surveys & Tow Plans), audio gauging and ultrasonic testing of shell plating, safety surveys, EPA Visitation Agreements and builder’s risk surveys of graving and floating dry-docks.
  • OTS regularly surveys yachts, tugboats, barges, dump scows, jack-up rigs, semi-submersible oil rigs, freighters, and product tankers for their clients, marine underwriters and financial institutions.
  • OTS performs On-Hire surveys, Dry-dock/Floating Dry-dock Inspections, Condition & Valuation Surveys of yachts and commercial vessels, Sea Trials and Donation Surveys. OTS performs ultrasonic inspection of steel/ aluminum yachts and commercial vessels.
  • Mr. Lombardi has experience in serving clients with marine-related matters includes inves-tigation and adjustment of Marine P & I, Hull, Cargo, Inland Marine, and Property claims, Marine-related casualty investigations, including interviewing and taking statements of claimants and witnesses, the collection of incident-related documents, the collection of evidence, evidentiary photography, liaison with related governmental agencies, hiring and consulting with appropriate experts for a particular casualty or project, planning, implementing, overseeing, managing, and documenting salvage operations, conducting Condition and Valuation Surveys, with valuations and appraisals for insurance and financial interests, conducting Vessel Damage Surveys, On Hire and Off Hire Surveys, Trip Surveys, Trip- in -Tow Surveys, Dead Ship Tow Surveys, and Load and Secure and Discharge Surveys on project cargo.
  • OTS is qualified in Federal Maritime Court as a Marine Surveyor. OTS prepares applications to the U.S. Naval Sea Systems Command (NAVSEA) and the U.S. Maritime Administration (MARAD) on behalf of non-profit 501 (3) museums and municipalities that desire to acquire ex-Navy ships for display purposes Joseph Lombardi is Ship Preservation Chairman of the Historic Naval Ships Association (HNSA). Mr. Lombardi is on the Advisory Board of the S.S. UNITED STATES Conservancy.
  • Mr. Lombardi is a licensed U.S. Coast Guard Master of 1600/3000 tons, First Class Pilot of Steam/Motor Vessels/Tug & Barge of Unlimited Tonnage and has an Auxiliary Sail endorsement of 200 tons.
