The Planning and Project Development Division works under the Nebraska Department of Roads. It provides environmental products and services, project definition, utilities, consultanting and agreement services. The division handles engineering reviews and corridor studies on selected highway projects and coordinates with local, state, and federal agencies to assist in the evaluation of engineering alternatives and environmental impacts. It is also responsible for preparation, negotiation, and administration of various agreements with utilities, consultants, and political subdivisions. The Planning and Project Development Division operates a noise and air section that performs noise and air quality studies to determine the environmental impact of projects, designs noise abatement solutions, and conducts public hearings to address noise and air impacts. It additionally maintains a planning and measuring, traffic analysis and data collection, and agreement and consultant services units. The division also conducts various highway environmental programs. The Planning and Project Development Division is located in Lincoln, Neb.
