Created in 1948 by the New York State legislature, Boards of Cooperative Educational Services provides shared educational programs and services to school districts to help meet the evolving educational needs of students. Some of the programs offered include instruction services and professional development; career and technical programs for high school students; related services for students with disabilities; and literacy programs and employment training for adults. The noninstructional programs of school districts include management services, regional information center and state networks. Each of the 27 BOCES reports directly to the New York State Education Department.
