You can't get anyone to answer yhe phone after 8am that is pitiful how do uou suppose to be able to make an appointment

I have called twice just to get information, I keep getting transferred to a Nicole, head clerk for eligibility, the phone rings several times, then comes on and says a recorded message, asking for a mailbox number of which I don't have, and then it hangs up. How do you leave a message for this person if you are not an employee?
