We hired Richard Vincent Leli, on behalf of Carter Construction, to put custom cabinets in our laundry room. We provided a design drawing and agreed that we would do the project starting the next week. We paid Rich $400 by check and $400 in cash as a down payment for the cabinets. He came the next week to pick up the balance owed on the cabinets which was $1175 that we paid in cash. After making excuse after excuse, he finally showed up and started to install stock cabinets that were nothing like what we had agreed on. We let him know that these weren’t the cabinets we ordered or close to the custom design we had reviewed. We told him we wanted our money back. When he stopped returning our calls, I contacted Ralph Carter, the general contract for Carter Construction & Development, Inc. Ralph got with Rich and they agreed to have our money & granite slab returned by the next Monday or Tuesday in return for the cabinets. Now here we are at Tuesday and they call to say they don’t have our money, but can get the cabinets. I am so disappointed that this company can take money from a family who has a special needs child at Christmas and can’t give their money back when they can’t do the job agreed upon. This was a big deal for our family and now we are left with a messed up laundry space and no money at Christmas. All of this could have been avoided if they had told us they couldn’t do custom cabinets. It took us 3 years to save up for this splurge. We are heartbroken.

This company is the biggest bunch of scammers. They hire people off the books and promise to pay cash under the table and then take off without a trace. Owner Ralph is completely worthless and he has alot of people looking for him demanding payment for services rendered. Someone should report them to the BBB. You have been warned!
