After making many promises, Citizens sent an appraiser unfamiliar with the market who became frustrated with the seller's agent. After claiming "something was shady" about the deal, he appraised the home 40K less than market value. I was able to find a competent bank/lender who managed to successfully close on the mortgage - with an independent appraisal which exceeded the purchase price - and settle on the home.
