Noble manor is the worst apartment complex in noblesville. Management is constantly patrolling and spying on tenants. If renters have friends who want to visit they buy a $75 parking pass or the complex WILL tow your car. I went there to babysit and watch a movie with my friends kids. Before the movie was over her neighbor was at the door saying my car is being towed. I was there for less than 2 hours, and I made $20 babysitting. I had to pay $170 to get my car out. On top of this, if visitors DO have a pass, the neighborhood imposes an (illegal) curfew for residents and visitors. People outside after midnight can be kicked out and evicted. They only tow cars in the middle of the night and they give NO WARNING. The apartment furnishings (door and drawer knobs, electrical outlets, appliances, ac/heating units are all faulty, and these slum-lords do the absolute minimum when fixing problems. They use ghetto strategies which are just quick-fixes and do not last. When ac or heat goes out, tenants are left in the cold or heat for days because according to noble manor it's not an emergency when heat or ac goes out. Female tenants are harassed by management every time they have a male visitor. Management goes so far as saying that a male visitor (who's been there only a few hours) is "living with" the girl, and they will demand payment for extra tenants (that don't exist) residents are treated like trash unless they spend tons of spare time, energy, and money trying to please management. The speed bumps throughout the neighborhood are 2-3 times the size of regulation speed bumps, and they will scratch and dent the undercarriages of low-riding cars. All in all this apartment complex deserves less than 1 star. If I could give it NEGATIVE 5 stars I would. Noble manor has no right to treat the poorest people in noblesville as if they do not have and do not DESERVE rights.
