We decided to look for a BMS Heritage 150 scooter, in Orange. After searching online and inquiring, Norco said they had an orange one in stock and ready to ship. We paid through Paypal on Monday morning, 5-14-2018, 0800 EST. Got an email shortly after saying "Thanks for your order, expect delivery in 5-7 business days.
We assumed it was "ready to ship" and must have gone out with that day's shipments. After a few days, we began asking about tracking the shipment. They treated us like we were bothering them. They gave us the feeling that we should "shut-up and wait" for our scooter to arrive. After a few emails, we were told they only ship on Monday and that our order would ship the following Monday, 5-21-2018.
Well, that following Monday came around, and I waited til the end of the day. I simply asked if our order had shipped. We were told that they could not keep the scooter running, were at BMS having it fixed, and that the orange was not available. They were putting orange plastics on a different scooter and selling it to us that way. We decided to cancel our order at that point. We were rudely informed there would be a 35% restocking fee and that our scooter was now miraculously on a pallet and wrapped for shipment. 10 minutes ago, it was in pieces, being repaired, at BMS.
After some back and forth, Norco agreed to refund our purchase. We checked Paypal for the refund and it was not started. Norco asked that we give them until Wednesday for the refund, as they did not have the money. We mutually agreed to Wednesday.
Wednesday comes around and guess what ... no refund. I wait til the end of the day to reach out and am told they dont have the money and we will have to wait.
After consideration of legal action, they agreed to start the refund process. The refund was supposed to hit my paypal on 5-29-2018, according to paypal refund status. It did not. I got an email from Paypal stating that the refund from Norco was declined by their bank.
