It is the most inexpensive apartment in all of Norman and why you ask. If you do not have kids and live on the first floor and the people above you have kids you hear everything. There is no way to avoid hearing them walk or close cabinets and if it is a toddler and he runs, you'll go crazy listening to it all day. The grounds are maintained as long as people do not throw cigarette butts off the balcony. Yes, they do take some section 8. There is a percentage for that. Maintenance is quick if you need something fixed. The only complaint is the noise up above. Geez! The insulation in these bldgs is gone or almost gone that it does nothing.
