I was living there when it was "The Jefferson Oaks". When I heard they spent over 28 million dollars to renovate that place and move all the old tenants back in I said, "What a waste of money. After a year that place will be a complete dump again".

I can see I was absolutely right.

I have been a resident at the Savoy Apartments for two years. When I first moved in it was great being the apartments were just rebuilt and renovated. Structurally speaking the apartment building is acceptable and even aesthetically pleasing. However there is quite a few issues with design and access. For instance our units have a cement floor with a thin fabric layer as a carpet however the floor fabric is not easy to clean and manage and does not vacuum well or sweep well. The fire alarm system is faulty and has gone off so many times within these two years I lost track at 53. The fire alarm system is ghastly deafening beyond the necessary need to alert people and will also go off if certain tenants take a hot steamy shower.



Being that the Savoy is a low income project based section 8 apartment complex the tenant population is comprised of formerly homeless, drug addicts and dealers, people with mental health issues, and people who are disabled and on a fixed income, There have been many issues with drug dealers dealing inside and outside of the property and even instances of fights with guns being pulled out right in front of the entrance. There have been cases of bed bugs and other pests because of some of the population bringing in infected furniture, clothing, and infected individuals.



Property management "John Stewart Company - JSCo" and maintenance staff is the worst bit. They impose so many rules and restrictions and they will use them at their discretion at their convenience that disrupts and restricts the lives of the tenants and our abilities to function causing much unnecessary stress one such is they impose a rule that residents are only allowed to have overnight visitors on 14 nights per year not 14 days per month and visiting during the day is restricted between the hours of 9 am to 10 pm these particulars rules make residents feel like they are prisoners, ex cons, etc. like we are in some kind of minimum security prison ward or treatment facility.. The problems pour out into desk clerk staff where desk clerks will deny entry to tenants to their legal place of residence and lock them out from getting inside of the building because management does not properly train them and inform them what people are residents, who and what visitors or service providers are allowed entry into the building etc. Maintenance staff being one person will take over a year to service a work order for anything that needs to be fixed inside a tenants dwelling even after multiple requests are made.



There are so many more complains and issues with this apartment complex and the property management that runs it. My best advice is if you can put up being treated with so much disrespect, condescension, oppressive restriction, and insanity then by all means apply to live; if not then do not even consider applying... run... keep running.
