Founded in 1980, Southern Tier Environments for Living, also known as STEL, is a private, nonprofit agency that provides rehabilitative and support services. The agency offers services for individuals with mental illnesses and developmental disabilities in Allegany, Cattaraugus, Chautauqua and Erie counties in New York. It provides residential treatment, single-room occupancy housing, vocational rehabilitation, case management, social support and housing development services.
