Yes they are busy, especially early in the morning, try calling in the early afternoon. Thousands of homeless and very low income household pets are in immediate need and this office goes out of their way to try and help them all. I have tried calling them over and over again. Online it says they are open and should be avaiable to answer some phone calls, but I have not had anyone answer the phone. Website needs updating to provide better care and service for customers.
