Horrible company. Have no respect for renters walked right in with an entourage of 7 people invading our space. Lied about move out items by charging us for items which were clearly left in the unit Don't rent from these people

WARNING: APPLICATION FEE SCAM



Don't even bother try and apply for an apartment with Capitol. Don't waste your time seeing one. These guys are sheisters, plain and simple. You think you're making a business deal in good faith, only to find you've fallen into a scam, just for for your $90 application fee. Furthermore, it seems obvious from almost 100 other reviews on multiple sites they've screwed over a whole lot of other people.



THE SCOOP: I have immaculate credit, good references from 2 previous landlords (spoke to both of them when I was mysteriously denied an apartment), income, never so much as been arrested, and I'm an engaging and 25-year old professional. BUT apparently to them I somehow have "poor rental history" because I may have made a handful of rent payments late in college at the ages of exactly 19 and 21, though I always paid the fee and was otherwise an ideal tenant. I was denied an apartment outright, without recourse. No mention of the fact that I had applied with a roommate, who also had immaculate credit, history, and references. They did not offer an opportunity to have a cosigner, pay a larger deposit as their application had warned may be necessary, or give me any other opportunity to prove my worth, instead saying that it was just 'company policy' that I be denied a fairly cheap apartment I could obviously afford.



Both previous landlords found it extremely anomalous that a few simple late payments were keeping me from renting anywhere , and nicely gave me permission to have Capitol contact them each about my rental history so that they could outline that I was in fact and ideal tenant. Capitol's property manager Angeline (sp?) refused to contact them or even re-send their form fax so that I could receive more accurate and positive endorsements, and instead was incredibly rude on the phone, deciding to invent a story about property damage a a previous apartment, and said that there was nothing I could do. Her different staff I had talked through throughout the day, after initially feigning helpfulness, would each mysteriously go 'on vacation' one at a time until there was nobody left to talk to. Apparently, they have no staff actually at work in an open office. Angeline must do one helluva job!



I have learned after the fact from several other property managers that this is far from ordinary and extremely predatory behavior, and that their screening fees are marked up in the first place. I also learned that you are supposed to be tendered with a list of the actual screening qualifications per Oregon statute, but they were not forthcoming with this and would not even give me a copy of my own rental history for my inspection of accuracy.



It's fairly obvious this is a repeat scam with many different victims, and frankly I'm glad that I won't be renting from them. I look forward to making my first BBB complaint, and doing other legal things to tell my story, stick it to them, and do my best to hurt their business as they hurt me. After moving away from Portland for ten months, I realized that Portland was the place I needed to be. Upon deciding to move back to Portland, I discovered my dream apartment that was managed through Capital Property Management.



It was a building that I had admired from a far when I lived in Portland. The floor plan and pictures enticed me enough to apply sight-on-unseen. Apparently, I didn't quite qualify with a less than stellar credit score. I threw a little money at them and offered to pay a couple months rent in advance. Their eyes widen. They offered to approve me if I paid the dog deposit ($2,700). I was brainwashed and I REALLY wanted to live in this apartment and agreed to their extortionist demands. I paid the initial $1,800 which equaled the first month's rent.



Then there's their customer service or lack there of. During the initial application process I dealt with one person but then after we were approved I dealt with someone entirely different. After I explicitly instructed them I would be managing all the details of the lease, they kept calling my partner instead me. I was constantly receiving messages from my partner to respond back to their moronic lackey.



Unfortunately, a week before we were scheduled to my partner was involved in devastating car accident. I had to attend the situation at hand and we had to put our move on hold. I called our main contact explaining our situation and that we had to delay our move several months and that we would not be able to move into the unit as planned. I was told that they would review the situation and they would get back to me. I was also informed that I might only receive partial refund of the deposit due to timing of my notice. I was comfortable with this considering the everything. I was soon to learn that I would not receive ANY of my deposit back. Apparently, they (the owner) felt that they had taken the apartment off the market too long and it was too detrimental to their bottom line when in reality the apartment had only been available within the last seven days.



I wasn't expecting a sob story to win them over. I thought I would get a little compassion and understanding for what we were going through, apparently that's not the case with these folks.
