Originally from Danville, Virginia, Frank moved to Richmond in 1982. He earned a B.S.E.E. at North Carolina State University, in Raleigh in 1970; and his J.D. from Howard University Law School, in Washington, DC in 1973. He has been practicing real estate law for over 30 years.
