Botched Job

I hired Mike Knajdek of Wayne Construction in July 2017 to replace my
front steps and a small section of the adjacent sidewalk.
Unfortunately, he delayed the job until mid November.
They poured the concrete in below freezing weather, and allowed it to
dry under tarps that were touching the surface of the wet cement. The
results are white stripes and blotches on the surface of the finished
concrete. For six months, all inquiries to the owner Mike Knajdek, were
answered by his wife Bonnie, who had never been to the job site and
never even seen the questionable work in person. Now, six months later,
after receiving my complaint from the BBB, Mr. Knajdek finally did
return to look at the steps. But he admits no fault, he claims the cause
of the streaks and blotches is simply "Minnesota weather". Three other
contractors I have spoken to disagree. I am told that the cause of the
damage was the fact that Mr. Knajdek allowed tarps to lie directly on
the surface of the cement in below freezing weather. I am told this
could have been prevented by simply propping the tarps up a few inches.
Mr. Knajdek and I have failed to settle the dispute through the BBB. And
Mr. Knajdek refuses to offer even a partial refund. I am told that the white streaks
and blotches may fade over time but will likely never completely go
