The Port of San Diego is a self-supporting public benefit corporation established in 1962 by an act of the California State Legislature. With nearly 600 employees and revenues of approximately $117 million in fiscal year 2005, the agency oversees the protection and development of public tidelands surrounding San Diego Bay. A seven-member Board of Port Commissioners governs the Port. There is one commissioner appointed by the city councils of Chula Vista, Coronado, Imperial Beach and National City and three commissioners are appointed by the San Diego City Council. The Board establishes policies under which the Port's staff, supervised by the executive director, conducts its daily operations.
