The Santa Clara Finance Department administers the financial affairs of the city, including city-owned public utilities. Its administrative services division administers contractual agreements for the annual audit and city's liability and property insurance programs. Additionally, it administers fiscal controls and policies. The financial management division of the finance department manages cash flow, investments and the issuance and maintenance of outstanding debts; and compiles and produces external documents, such as the annual budget, the annual capital improvement budget and the annual financial report. It also has an accounting services division that is responsible for general accounting, payroll preparation and reporting, accounts payable and receivable functions, financial analysis, and special grants and funds accounting.
