Founded in 1955, Penn Foundation is a nonprofit organization providing comprehensive mental health and mental retardation, and addiction treatment services for children, adolescents, adults, and seniors. The center provides inpatient, outpatient and residential treatment, crisis intervention, case management, Christian counseling, and employee assistance programs to more than 8,000 individuals every year. Its offers a wide range of services, including abuse prevention services, services for pastors, chaplains and other leaders, services for businesses, support groups and educational opportunities. The center provides trained crisis workers available 24-hours, seven-days a week to offer supportive problem solving strategies for mental health and substance abuse emergencies. Penn Foundation offers the opportunity to perform a confidential online screening for the detection of depression, bipolar disorder, generalized anxiety and posttraumatic stress disorder, and alcohol abuse. Dr. Koziupa arrived late, as for I changed from George Irnorn due to ove rmedication issues the center is not good. Juile the supervisor took no resposibilty for poor Dr. issues and over medication the robbed me and the medicare system ,Dr. koziupa in additon she rate unsatisfactoy with medicare has outstanding complaints for bad service issuing meds that dont work and not right doses. Ripp off alert .A 2015 Complaint was file for fraud with medicare against both Drs. not recemmended. by College graduate myself.

I have received information directly in the mail from Medicare. I will quote word for word what I have found out regarding payment for mental health services.

Medicare Part B helps cover outpatient mental health services. This includes services that are usually provided outside a hospital (like in a clinic, or doctor's or therapist's office), and those provided in a hospital's outpatient department. Medicare helps cover the following services (deductibles and coinsurance apply)



* Individual and group psychotherapy with doctors or certain other licensed professionals allowed by the STATE to give these services.



Note: Allowed by the STATE to give these services. Please continue to submit to Medicare for my therapy sessions with C.L. Seems to me if she is licensed in Pennslvania that there should be no problem what so ever according to Medicare.

Oh now I have been told that Penn Foundation being able to bill for my Medicare charges all hinges on the word CERTAIN. The thesaurus says that certain means: sure, convinced, positive, confident, firm, definite, clear, evident, undeniable, guaranteed, and certified, accurate, reliable, specific, and precise. Please refer to the previous postings to see what the Medicare Mental Health Booklet states. If you are a Medicare client at Penn Foundation challenge their policy. 1. If you were told that you have to see a Medicare therapist and not the one you are currently seeing that is incorrect. 2. They also will tell you that you can continue seeing your therapist you just have to pay out of pocket. This will be determined in the future because I have contacted The Department of Health and Human Services, Doctor Donald Berwick, Administrator, in the Centers for Medicare and Medicaid, In Baltimore, Maryland. I have also contacted and have received a telephone call directly from Senator Casey's office in Harrisburg from the Constituent Advocate who has asked for an authorization to release information from my account regarding the above on my behalf. Thank you Senator Casey for having Dianne follow- up on my e-mail in October. If I receive a favorable response from their office and the office of Doctor Berwick with clarification on the exact way these organizations are required to bill for their clients/patients I will update this posting.

Two identical organizations shouldn't be billing completely differently, one getting reimbursement for their clients/patients and the other refusing to bill under your doctor's I.D. that oversees your case. Oh, Penn Foundation says that they can't be sure that a psychiatrist would always be in the billing. They have nine psychiatrists and are looking for another so this is unlikely that one wouldn't be there. Anyway, why not use the psychiatrist that oversees your case? I am told that they are working on my account. Since they file electronically, to date no charges have been submitted for my October and November charges that I have paid out of pocket. I check with Medicare twice a week. I was in the hospital at the end of October and the hospital has already been reimbursed so I know that they have not currently submitted charges to date even though Karin Kerns said that she would submit the charges. What exactly are they working on???? Probably the way that they can legally get around not submitting my charges. Maybe Medicare will do an unannounced audit of their billing practices. Wouldn't it be something if they had to reimburse all those people that have been paying out of pocket over the past year’s. The only problem for Penn Foundation is that Medicare only looks back for one year, after that billing is not possible and Penn Foundation would not be reimbursed. If you are one that has paid, I would demand reimbursement for all of your out of pocket payments for however long you have been paying out of pocket even if it has been more than a year.
