Mr. Baker was born in Denison, Texas in 1962. He graduated from the University of Texas at Arlington (UTA) in 1986 with a B.A. degree in Political Science. Mr. Baker worked a full time job during college and was still able to graduate in the top 5% of his class. He attended the Baylor University School of Law in Waco, Texas, and graduated in 1989, with a Juris Doctor degree. During law school, Mr. Baker was a member of the Order of Barristers and the Delta Theta Phi legal fraternity.
