Poor estimation or a rip-off artist?

We used Gerhardt to prepare for a manufactured home and install a garage. The final bill was more than $10,000 more than what was originally estimated. $5,000 of that was due to our addition of a deck. The other $5,000 he said was due to increases in cost of PVC piping and other misc construction materials. The garage was not completed as originally specified in the estimate, and we paid almost $4,000 more for less than we wanted, as far as the garage went. We have spent the last four years telling everyone who has asked us who they should use for land preparation or any other construction project - "DO NOT USE GERHARDT!"
