poor service dept

I called service dept on 9-17-14 to see if they worked on mopeds. My daughters Tomos idled poorly and wont go over 20mph. He said "sure no problem drop it off and it should be $50. to repair". Took it in after hours. I called the next day to make sure they had my contact info and get timeframe for repair. His answer was"we have a lot of work,I'll get to it when I get to it". I asked a day, a week, give me some idea. His response was"when I get it in is when I get it in, that's all I can tell you". I shouldve picked it back up then but moped dealer is 40 miles away. I got a phone call 9-26 that it was done. on the 27th i went inside to pay,after I paid i was told it needed more work,it wont go over 20mph. wanted more info and shop mngr told me the mechanic would bring moped out and explain. After long wait I found "mechanic" trying to get it running in back of shop. He told me it wont idle or go over 20.. I went back in to complain,,,it was in the exact condition it was in when i dropped it off,,mngr said they cleaned carb. i said he may have cleaned the carb but it did nothing to correct my complaint.i didnt bring it in to have carb cleaned,,i told him it wont idle or get up to speed..$72 charge and it was no better at all. His response was that 20 mph was as fast as it was made to go. It always went 32mph i told him. then he said i shouldve taken it to a dealer..I said if he couldnt fix it,he shouldve told me that before he accepted the work. This shop is very unprofessional and incompetent. I intend to give them a chance to respond before filing a bbb complaint and possibly a small claims suit
