Established in 1928, Libby Center serves students with special needs in the state of Washington. The center offers a two-hour, pull-out vocational education program for district-wide special education secondary students who need prevocational or general vocational experiences. Its students participate in a variety of vocational activities by completion of various community service projects, such as tray favors for Meals on Wheels, pins and bags for Bloomsday, stuffing envelopes for the Spokane Youth Sports Association and collating notebooks for Birth Place at Sacred Heart Hospital. Libby Center operates a parent-teacher group that supports several fundraising events for the development of the center. It is governed by Spokane Public Schools, which operates several elementary, middle and high schools that include Ferris High School and Rogers High School.
