Get a job.

If you don't have any money, you need to get a job. But, then I'm assuming that this person is another welfare case. Typical welfare mentality: Keep the books as long as you want, then whine when they have the audacity to request payment of the fines. Vagrants shouldn't have library cards in the first place. Next time, save a little something out of your welfare check to pay your way, or, and I know this is a radical solution, try returning the books on time. The library is doing you a favor even letting you in the door.
