History Chem Seal was formed in 1986 by Rodney Muthard as a locally owned professional asphalt maintenance company. In 1992, the company was purchased by Joel E. Seibert and two other individuals. Mr. Seibert, along with his wife, subsequently purchased 100% of the company and continue to operate and expand the company by adding new services. Over the years, we have serviced numerous residential and commercial properties throughout Berks County and surrounding areas. Our history shows that we will continue to service our previous and new customers in a professional and timely manner. Management continue to look for new methods and products by attending various industry sponsored shows and seminars. Our industry is known for short-term players?here today, gone tomorrow.
