Thousand Oaks City Hall is a general law city with a council/manager form of government. Under this form of government, the city council is the policy-making body and appoints the city manager. The city manager is responsible for carrying out council policy. The council consists of five members elected from the city at-large, and they serve four-year, staggered terms. The council annually selects a mayor, who serves as presiding officer during city council meetings. Thousand Oaks City Hall is divided into the departments of the city clerk, community and cultural services, community development, finance department, fire department, human resources department, Thousand Oaks Library, police department and public works. Thousand Oaks City Hall presides over the city of Thousand Oaks, Calif.
