Worst experience ever

Our home builder Michael Coop from Coop Construction graded the rear of our lot at 5750 Friendly St. in a manner that would flood our house in a substantial downpour.

The final grade was level with my finished floor elevation (FFE) at the threshold and county code states , " A minimum four-inch clearance between the top floor surface and the adjacent finished grade to protect the floor to wall joints from water intrusion". The Florida Building Code also states, "The grade shall fall a minimum of six-inches within the first 10 feet". Our lot was not graded per county code, and in fact was graded with no drop from the FFE to the adjacent grade and the elevations within 10 feet from our house were higher than my finish floor!

Our plot plan shows that the water is supposed to shed from the rear of our house to the ditch in the back, and then the rear of the house to the front yard! Our current grades have the water all shedding back to my foundation and more importantly to my sliding glass door, even the west side of my lot sheds water back to my foundation where my AC unit and sewer cleanout is! When I reached out to Mr. Coop he stated, "we have that drained from rear to front like every house. Do you have pics of flooding problems? is water coming in house? I don't think so...... Please show where pool company is saying more money because of rear property being higher." I presented him with the final survey that shows the drainage plan and final grades that were higher than my FFE, I sent the appropriate building codes, pictures of flooding, the pool quote , and a survey I completed myself showing how much watershed was coming back to my foundation! it was a month later that he got back to me and that was because I took the issue to the county who should have never passed the final inspection to begin with. The county agreed that it wasn't right but has no control over making him fix it!

The pooling of water was so bad at my door I had to buy a catch basin and pipe, and dig out a run to the ditch in the back of my house so my house wouldn't flood. I've been trying to resolve this since September 19, 2018 and have sent a "Notice and Opportunity to Repair" last week!
