Although this bank advertises that if you bank online your bills will be paid on time, if the bank has to send a check, they probably won't be paid by the date you've specified. Instead of correcting their problem (I once specified payment on the 7th of the month, only to find that the check hadn't even been cut until the 11th) they appear to expect the customer to adjust the payment date.
