Howland Township, located in Warren, Ohio., was established by Joseph Howland in 1795 and is part of the Youngstown-Warren Metropolitan Area. It has more than 20,000 residents. The township provides a wide range of services to residents, including housing, thriving commercial centers and industrial base. It provides various facilities, such as schools, parks, libraries, arts and entertainment, recycling center, and police, fire, public works and juvenile diversion departments. Howland Township is governed by the board of trustees. The Township government consists of three trustees and a clerk, who are each elected for a four-year term. The board of township trustees is the overall governing body of the township. They decide issues of township policy and are responsible for all expenditures of township funds. They also appoint the township's zoning officials and hire employees.
